2011 Budget Forecasting Workshop

  The Charter Township of Orion Board of Trustees held a special meeting on Monday, March 1, 2010, at the Orion Township Hall, 2525 Joslyn Road, Lake Orion, Michigan.  Supervisor Gibb called the meeting to order at 5:08 p.m.

BOARD MEMBERS PRESENT:  Matthew Gibb, Alice Young, Penny Shults, Mark Crane, Neal Porter, JoAnn Van Tassel


OTHERS PRESENT: Rochelle Beckemeyer, Jack McDowell, Lil Hutchison, Scott Rowe, Will Wilsher, Mike Gingell, Gerald Richards, George Hanley

Supervisor Gibb welcomed those present and provided an overview of the meeting format and the challenges the Township is anticipating based on projected revenue shortfalls. 

Board members were asked to establish specific goals for the Orion Township multi-year budgeting process and identify areas of improvement to assist with the task of implementing the multi-year budget forecasting plan.

A multi-year budgeting video presentation by Lori Van Pelt, Director, Department of Management and Budget, Oakland County, was viewed and Board members were also presented with budgeting and forecasting information from the Michigan Government Finance Officers Association.  Discussion followed regarding:

  • 2010 taxable value following the March Board of Review
  • Setting aside Fund Balance in year one to use in year three
  • Decline in revenue from all sources in 2011
  • Capital Improvement expenses
  • Regular review of expenditure reports
  • Health care coverage and associated costs
  • Establishing a wellness program for employees
  • Informing employees of Township budget challenges
  • Establishing a Capital Improvement Plan
  • Comprehensive review of all assets and expenses
  • Establishing a budget calendar
  • Amphitheater revenue and expenses
  • Parks and Recreation revenue enhancement opportunities

Three goals were identified to assist Board members in facilitating the multi-year budgeting process and are as follows:

  • Obtain accurate and reliable information to use in projecting revenue from all areas including; property taxes, revenue sharing, park services and other sources 
  • Establish a facility Capital Improvement Plan with committee members Gibb, Porter and Van Tassel
  • Establish a consumable Capital Improvement Plan with committee members Gibb, Shults and Crane

Discussion followed regarding ways Orion Township can reduce operating costs by using revenue reports to track spending and identify basic core needs.  

ADJOURNMENT.  Moved by Clerk Shults, seconded by Supervisor Gibb, to adjourn.  MOTION CARRIED  The meeting was adjourned at 6:27 p.m.
