Minutes, Special Joint Meeting, Thursday, March 25, 2010


The Charter Township of Orion Board of Trustees held a special joint meeting with the Lake Orion School Board, Lake Orion Village Council, and the Orion Township Library Board on Thursday, March 25, 2010 at 6:30 p.m. at the Orion Township Hall, 2525 Joslyn Road, Lake Orion, Michigan.

TOWNSHIP BOARD MEMBERS PRESENT: Matthew Gibb, Penny Shults, JoAnn Van Tassel, Neal Porter, Mark Crane

TOWNSHIP BOARD MEMBERS ABSENT: John Steimel, Alice Young

LAKE ORION SCHOOL BOARD MEMBERS PRESENT: Mary Jo Burchart, Bob Gritzinger, Janet Wolverton, Jim Weidman                

LAKE ORION VILLAGE COUNCIL MEMBERS PRESENT: Ken Van Portfliet, Doug Hobbs, Douglas Dendel, David Churchill, Larry Stumkat, John Ranville, Mike Toth

Supervisor Gibb opened the meeting at 6:30 p.m.; Clerk Shults welcomed the group on behalf of Orion Township and presented information regarding the 2010 Census; Supervisor Gibb gave invocation.

Robert Daddow, Deputy Oakland County Executive, presented “Major Regional Economic Issues” and answered questions from the audience.

Charles Fleetham, Project Innovations, presented “A Region Coping with Transitions” engaging group discussion.

Supervisor Gibb led the group in discussion regarding the following:

  • Strengths of each Board
  • Regional thinking
  • How can we help each other thrive
  • What message do we want to convey to new residents
  • Consolidation of services
  • Promote grant funding

Mike Luna emphasized the need to work together.

Paul Zelenak stressed the importance of also looking at neighboring communities for collaboration.

Lisa Sokol highlighted efforts the Township is making regarding green initiatives and conservation of resources.

Discussion ensued regarding:

  • Identifying areas of duplication of services
  • Public Safety services
  • Energy conservation
  • DDA Budget
  • Village Fund Balance

Charles Fleetham emphasized the importance of working as a team.

Supervisor Gibb asked the group to form a team of three from each Board to meet the first Saturday in May to begin identifying areas of collaboration.

Jim Weidman stated the need to be specific when identifying strengths and weaknesses.

Additional comments were made concerning:

  • Planning and zoning services
  • Police protection services
  • Joint purchasing
  • Storage needs
  • Asphalt and core infrastructure
  • Consolidation of trash haulers
  • Enlisting SEMCOG to facilitate future discussions
  • Moose Tree Nature Preserve
  • General Motors
  • Core services of each Board
  • Sky Warn emergency training
  • Census
  • Grant funding

Bob Gritzinger stressed the importance of community stating each Board must continue to perform their core services while enlisting other entities to help with services that are outside their core responsibilities.

Linda Sickles suggested naming the committee “Orion Summit”.

Supervisor Gibb asked that all Boards agree to meet in May.
